Lt Frank Drevin is back and as bumblingly dangerous to the general public as ever. In his never ending search for a new national institution to destroy, Frank stumbles across the Oscar ceremonies, which he duly ruins, foiling a terrorist plot in the process. Visual gags and innuendos abound. A laugh.
